Hairdresser offered girls money to film themselves in school uniform, pleads guilty to filming upskirt videos

SINGAPORE — A hairdresser with a fetish for girls wearing their school uniforms took upskirt videos of at least 25 victims.

SINGAPORE — A hairdresser with a fetish for girls wearing their school uniforms took upskirt videos of at least 25 victims.

Ivan Seah Kim Ming targeted multiple women, who could not be identified, between 2007 and 2016 — one of whom was a Raffles Junior College student.

On Wednesday (Jan 29), Seah, 37, pleaded guilty to 11 counts of insulting a woman’s modesty. 

For each charge, the Singaporean could be jailed up to a year, fined or both.

He is set to be sentenced in May after District Judge Toh Han Li called for a report to assess if he is suitable for a mandatory treatment order — a community sentencing option offered to offenders suffering from mental conditions that contributed to the offence.

Another 17 charges, including possessing obscene films and unclassified films, will be taken into consideration for sentencing.

FETISH FOR GIRLS WEARING SCHOOL UNIFORMS

The court heard that Seah set up a Carousell account in 2016 under the username “upsktfan” and put up posts titled “$$ Part time deals for students with uniform”. 

He set up an account on Locanto with mostly the same information. 

When contacted, he asked the girls to film themselves in their pinafores, offering more money if they showed him their underwear. 

He even provided them with a script including phrases such as: “Do you like to look at my panties underneath?”

He told those who contacted him to record themselves from a few angles, offering S$10 to S$20 more if they showed their panties. 

He offered S$35 for a two-minute video and S$45 for a three-minute video.

Three girls ended up approaching him and sending him videos, Deputy Public Prosecutor Seah Ee Wei told the court.

“When the users contacted him, he would ask them to record videos of themselves in pinafores, flipping their pinafore up and adjusting their blouses from underneath,” the prosecutor added.

A 34-year-old woman called the police in August 2017 to report Seah, saying that she had come across “a link of a pervert who posted something on Carousell”.

TOOK UPSKIRT VIDEOS OF HIS CLIENT

That same month, one of Seah’s hairstylist clients wanted to go to his salon — Fluff Hair Room — for an appointment but could not make it there on time. 

She agreed to his suggestion that he go to her place for the hair treatment.

There, Seah took some photographs of the 28-year-old woman’s hair for promotional purposes and to allow her to see the end results.

She agreed to this, but behind her back, Seah placed his mobile phone in video recording mode under her skirt. 

He took two upskirt videos of her before suggesting that they move to the kitchen where it was brighter and then took three more videos.

After Seah’s electronic devices — including an external hard disk — were seized, the authorities discovered he had at least 26 upskirt videos, 253 obscene films and 955 films without a valid certificate from the Board of Film Censors.

He had transferred the videos from his phone to his desktop computer in order to watch them.

Between 2007 and 2016, Seah went to MRT stations and bus interchanges where he would follow girls in school uniforms and film up their skirts.

On one occasion, he took two upskirt videos of a Raffles Junior College student while she was walking up some stairs to a pedestrian bridge.

“On the bridge, unbeknownst to the victim, the accused also lifted up the skirt of the victim twice with his fingers capturing another video recording… Keeping this video recording on, he walked up to her and (filmed) her face,” DPP Seah said.
