SINGAPORE — At about 8.20pm on Thursday, Mr Royce Choo, 33, was feeding his pet hamster in the kitchen of his seventh floor apartment at Block 5, St George’s Lane, when he heard someone shouting from the opposite block. Shortly after, he heard several loud thuds.

Looking out his window, he could not believe what he was seeing happening at the opposite block: For about half an hour, a naked man was hurling various items down seven storeys out of his unit — including clothes, a dustbin, a microwave oven, a glass tank and air-conditioner compressors.

Mr Choo, who was among several neighbours who called the police, said: “Luckily, no one was downstairs ... It was a mess below.”

The police confirmed yesterday that they had arrested a 45-year-old man for a rash act — the third arrest involving killer-litter offences in barely over a week. A spokesman said the police received a call at 8.42pm on Thursday requesting assistance at Block 8, St George’s Lane. “Upon police arrival, items believed to have been thrown down from the unit were found on the ground,” the police said.

Police officers and Singapore Civil Defence Force personnel had to break down the door to enter the unit from where the items were allegedly thrown. Neighbours saw the man being confronted by the uniformed personnel before he was taken away. There were no injuries and investigations were ongoing, the police said.

On Dec 17, the police made two separate arrests for killer litter offences. In one of the cases, a 15-year-old living at Block 1, Eunos Crescent was nabbed after the authorities received four killer-litter reports between June 22 and Dec 13. The items thrown were bricks, a dumb bell and water dispenser. A man was reportedly injured by one of the bricks.

The other case saw two brothers, aged 10 and 11, arrested after a small speaker and vehicle battery were thrown from a high-floor unit of Block 4, Dover Road, the Straits Times reported.

At St George’s Lane, neighbours said the man who was arrested had moved in with a woman less than two weeks ago. No one was at home yesterday when TODAY visited the unit where the man was staying.

An elderly neighbour living two doors away, who wanted to be known only as Madam Soh, said she had found the man’s behaviour odd.

She recalled an incident when he walked past her while she was watering her plants and ordered her to throw away the plants, or he would call the police.

She was so afraid of the man that she quickly went back into her unit and locked her gate. A resident at the opposite block said the killer-litter incident shook the usually quiet estate.

“Normally a commotion like this hardly happens in our neighbourhood. Ours is a very quiet neighbourhood,” he said.
