Safe for food shops to place seats beside railings in malls?

With people falling from heights at shopping complexes in recent years, I would like to raise a concern.

With people falling from heights at shopping complexes in recent years, I would like to raise a concern.

Is it fine for food establishments to place tables and chairs beside railings?

I have seen this done by the food court operators at Velocity@Novena Square and City Square Mall. Parents with young children often visit these shopping centres for the many enrichment schools in and around the malls.

I would not use those seats, but my four-year-old son once went to the railings at the Kopitiam food court on the third storey of Velocity@Novena Square to watch his father go down the escalator.

He tried to climb onto an empty chair and I shouted at him immediately. 

Parents who leave their children unattended at these tables when they buy food may risk a tragedy.
